I think its a combination of reasons - don't want to do an Irfan Pathan and lose the spinner that's been pretty solid especially in T20 and a gun fielder. Plus if you put him in at 4 - Ifti has to move down and everyone goes down a slot and after Babar and Rizwan not being all out hitters of the ball best to have a little power after them.

Him and Iftikhar can be put at 4 depending on the situation. If spinners are operating, then Shadab, if pacers, then Iftikhar.
Khushdil, Asif and Nawaz are better at 6-7-8.
