Correct me if I'm wrong.

If your sig is over the limit, you get 3 warnings and then you get a ban for a month(?) if you do it again it's 3 months(?)

If your avatar is inapropriate you get a ban but I don't know for how long.

I think that's a default setting in vBulletin so that people won't post in all caps. I'm not sure if this setting can be changed, but to be honest with you I'd rather keep it this way.
