SwiftShader can emulate Pixel Shader 3.0.
Give it a try, it might be able to run CA, but don't expect good performance. It would use the CPU for rendering, so you should have a fast computer for it to run smoothly.

Gigahertz don't mean anything. If it's a Pentium 4 with 2.60 Ghz, it won't work. If it's a C2D or a Quad core with that, it should work.

Like I said, Try it. There is very little we can tell about its performance without actually seeing it in action.
