i am not sure if i understand the new law correctly but is it that we can have 4 out at anytime in the game? and in the last 10 overs you can have 5 out. if yes then you can use these settings for the game
in match type designer go to one day> field restrictions> max outfields=5, fielding restriction count=2, use powerplay=/, fixed powrplay=/, powerplay available at 40, available until 50,
