Mashrafe Mortaza
Given that Mashrafe doesn't actually have knee joints in the middle of his legs anymore, he's not eligible for Tests - and hasn't played one since '09.
Taylor, Ervine and Jarvis all refuse to play for Zimbabwe unless their payment is guaranteed. The ICC steps in and agrees to pay match fees for all the Zimbabwean players.
Chris Gayle (not officially retired from Tests, but just couldn't care less)
Having not played a first-class game since his last Test in 2014, Chris Gayle has decided he would rather stay at home and watch his stripper pole get used.
John Mooney
Having retired from internationals at the end of 2015, John Mooney is ineligible to represent Ireland in the WTC.
