Sounds like an interesting game, really. It's only a game and people shouldn't be put off by the violence, but this actually does sound quite good / fun.

What does that mean? ESRB?

The ratings board that told Rockstar that they had to make the changes to the game, to make sellable. The hacking makes it possible to play the original game, without it being toned down.
