I do not know the details but I think the threat from the Muslim group was deemed as serious, not Shiv Sena.

Yes and that is because it is almost impossible for Shiv Sena to act in international affairs. Shiv Sena is registered political group unlike some Muslim group. Indian Police know Shiv sena head quarters and their leaders addresses. They would be in big trouble, if they do anything silly.
Well Government have to react serious again Muslim group just because they do not have any idea who are they and how would they attack?
I can not speak anything about safety though but there is hardly any threat from Shiv sena. They, cowards can not do anything.
