Or are you running mozilla? Im pretty sure you could download part of it... pause the download and disconnect, go to work or whatever, come back, reconnect and resume the download. i think this would work. im running mozilla... but not dial up

You mean to say use a download manager .
You can find so many freeware download manger Here
Just download the the manger first and then you can download framework 2 in parts i.e Stop/Resume.
